Summary0000076: Add option to disable the recovery environment
Description

USB doesn't work here.
As far as I know we need a separate partition for this image to be useful, and we don't currently create one (because of space constraints on devices with 16 GB or less available space).

It might be re-enabled in the future, with proper support. But for now, it's useless and locks the system after a few failed boot attempts.
